A lot of people use macro lenses without a hood. It can get in the way when you are working so close to your subject. Whether or not you need a hood on a macro is another matter.... Shooting small products and using studio lighting, I often use one.
As a rule, Ls get a hood, everything else doesn't.
The general design and build of all the TS-E lenses is identical (granted, the Mark II versions add another plane of rotation... I imagine they will all be updated to this designe eventually). Two are Ls because they use exotic glass elements. Two are not Ls simply because they don't need those fancy optical elements to do their job well, and so don't "qualify" for a red stripe under Canon's own definitions of an L-series lens.
Still, they need dedicated, special lens shades, and are more prone to flare than some other lens designs... so Canon is probably wise to include the hood with them.
Meanwhile, they are just milking the market for every last penny, selling the hoods for the rest of the lenses separately.
