Westcott 5015 - tilt?

(New to forum, 1st post)

Can anyone comment as to whether the Westcott 5015 umbrella bracket allows tilting of the flash to point it at the center of the umbrella, as opposed to the shoe being fixed in alignment with the umbrella shaft?

This is my first lighting set up, and I am looking for a reasonably priced, sturdy and versatile stand, bracket and umbrella.

I will be using a Canon 430EX II, and a Yongnuo ST-E2 on a 450D.

I think I will be disappointed with the $30 Cowboy Studio kit, and the Westcott seems sturdier, albeit at twice the price. However, I really want to be able to aim the flash head.

No, that bracket tilts the entire flash and umbrella as a single unit. I haven't seen one that actually tilts the flash in relation to the umbrella. Why do you need that? I just zoom my 580EXII to it's widest setting and leave it.
