exactly. If you pull the bottom part of the tone curve down, they'll go black, and it will look better. It's also kind of awkwardly composed. I'd have had the guy on the right and the girl on the left.

In other words, higher contrast between the light and dark. The human figures are dark enough but the pic might benefit more from darkening the sand as well (the extent of which it should be darkened is a matter of personal preference).

Another, and more pressing item for me, is to clone out distracting elements in the water -- buoys and posts, especially the one growing out of a man's head that makes it look like he's wearing a snorkel.

Your white balance looks off to me. The picture is too cool looking.
Also a lower angle and tighter crop would have been nice, that way you could get less water more people and more sunset.

Thank you. I am having trouble adding any burn to the sand and getting anything I like. I don't want the feet of the silhouetted couple to disappear.

I agree. Guy would look better on the right. They should also be more naturally. They look a little stiff..
