Interesting bridge/overpass thingie. I find that your horizon is crooked. That alone would help this a lot. However, I still feel the image is missing something. Maybe a lack of a clearly defined subject that can hold a viewer's interest.

For that reason, no. 1 is way better than no. 2 because of the almost complete lack of detail in the foreground of the second.

So you think if i would have maybe had a car, or a person in the foreground it would look better

I personally think so. Anything that could be a subject of interest would be better than the large triangle of dark pavement. I also think a brighter exposure on the pavement--like in shot 1--helps create dynamics in the image with the road paint being visible.

Agree, with post above about straightening the photo. 2nd one is the keeper in my opinion.
