Does anyone know if either of these is a good setup?

40D with grip, 70-200 2.8L, 28-135 IS, 50 1.8, 18-55 IS, 430EX II, Sigma 500 DG Super

There are people on this board that have been burned by Cowboy Studio not honoring their warranty. So I would watch them. The second one you list just says 2 white umbrellas. I would want to know what size umbrellas they ship. You might wind up with a couple of this little umbrellas that come in your tropical cocktails.

I'd go with the second setup. I have the same flash mount and with a slight mod I have mounted an interfit 24x24 soft box.
Better versitility.

I'd opt for the $100 Impact set on B&H. That was my first setup into off camera until I bought my bees
