I see it in movies, it's this effect that's used in like memory scenes-- the film has these white lines running through it? It was in the Bourne movie when he was having flash backs..I'm wondering if there's a PS action or something else to give images this effect. ..I'M NOT CRAZY! :)

You are likely looking for "shutter streak" - attached is a portrait:

with the shutter streak affect applied in Magic Bullet Photolooks, by Red Giant. Photolooks is an incredibly powerful set of tools that is invoked as a plug-in within photoshop/lightroom/ap​erture, or you can use the app as a stand-alone. Trial is available at:

Photolooks has a preset called "Ultimatum" that is based on the Bourne films look. You could also roll your own in PS or google shutter streak for tutorials, etc.

Kirk, it's more like the Shutter Streak you show. I did find this tutorial that I think shows how to do it in PS but I'm at work & can't view it all...it's called "The Bourne Flashback: Creating a Flashback Effect"...thanks guys!
