You can use pencil tool or even Illustrator or whatever, but NO filter in the world will create that.

You first have to trace the outline of the subject(s) with the pen tool, as per the tutorial, in a separate layer. Then you overlay the outline onto the original image, make adjustments to the color as needed, and you can achieve a similar effect.
