My Speedlite has been acting up recently

When I pop batteries in, it works just fine. After a little while, shutting it off, turning it back on, the flash becomes unusably bright! When I pop the batteries out and wait a minute before putting them back in, the flash will function properly again . . . for a little while

Thanks

turning the output down doesn't change anything. It's as if no matter when I do the flash fires as bright as it can.

problem occurs even when i have it on manual. once it decides it's going to be bright, there's nothing I can do to fix it besides pulling the batteries.

Sounds like you have it either in Manual mode, full power, or in eTTL mode but the flash is not communicating properly with the camera (most likely caused by a bad connection) so it fires at full power.

It sounds as if the circuit board which regulates output is acting up...send it to Canon repair.

I took a part the base of the flash and found a black wire that was loose. After searching around I found where it goes here https://photography-on-the.net/forum/showthread.php?t=932943. put it back together and the flash is working like new!

step 5 to be exact
