I was shooting some really boring, ugly photos when I turned around and cue the angel voices :D

That is really nice! The rainbow adds a coolness to it! That is the weather for the City for this weekend.

Does that happen often there with the fog being, as I understand it, a common occurrence?

Well, I'd like to say no. I haven't seen many rainbows, especially like this one. The fog would produce rainbows or, at least, I have yet to see it.
