I have seen them doingthis at San Elijo when they are concerned about a raptor, they hunker down in teh water making them less attractive to teh raptor. Just before Christmas I was photographing waders / ducks when a peregrine did a fly by harassing everything and teh dowitchers went into 'deeper water' and hunkered down. I think I posted a photo of them with some stilts, unfortunately I was too busy admiring teh peregrine to photograph it

I caught a Kestrel around the same time and he was looking in that direction. Thanks for the ID, for someone from Virginia these are quite strange.
