Like Tony said, the foundation that most things are built on comes from using layers and masks. Additionally, understanding and working with smart objects is probably the most creative part of the process. After a baseline image is created, selective processing can be applied (again with layers and masks) to refine the image. Probably just as important as anything else is knowing when to stop. Atmospheric haze in images? Click for Tutorial to Reduce Atmospheric Haze with Photoshop.

Get a few ideas to note, then google for "<idea> tutorial" and see where it leads. You'll probably find people who are heavy into Photoshop who will through out some unfamiliar terms to google. But you'll also likely find a number of people who like to do their work in Lightroom (we're a nutty bunch that way), and you'll find tips there to likely be more straightforward that you can play away with.
