I need an inexpensive printer (ink jet?) that can print white letters on vinyl (red). I prefer ink based so it is permanent. White vinyl letters (die cut) on red vinyl background is NOT acceptable.

Any suggestions would be greatly appreciated. Thanks in advance!

I don't know if any inexpensive printer can print on vinyl. Inexpensive printers use dye inks which must be absorbed (at least partially) into the substrate.

And of course, there's no such thing as white ink.

I'd look for a screen printer in your local area.

OK, since there has been no other responses tell me ANY printer that can do it. I was hoping under $1,000.

There is no white ink. The white you see in prints is the white of the paper.

I get mostly ads for banner printing and/or $5000+ large format printers.

If you live anywhere near a college town put up a craigslist ad. Screen printing tends to be costly enough that commercial printers, and students with access to school gear tend to be the main practitioners.

Go to any local graphics shop. Most of them can actually print onto vinyl. Its much cheaper that having screen printing done or having vinyl letters cut. I had a vinyl print done for the back window of my truck. To have the letters cut and everything was around $300 i had the same printed version done for $150. 2 years later it still looks like the day i put it on with no fading
