Good hmm is depend how and what you want do, cheap well is After Effect it cost money but not trial version and credits, satisfaction is yours, will be fast if you have some basic knowledge with AF I have done this slide show long time a go it took me half day to play with :) Results is good great video :)
Time cost money but if any one has starting businesses is worth to now other programs to cut some expenses and save $250 for something else.

+1 for Picassa. Easy to organize and has a Youtube button to publish. Cost: Free
