I have, as most of you, many lenses and I want to have a polarizer filter available for all of them. Is it OK to buy 1 filter for the biggest lens and use step-up rings on the others when you need the filter on the smaller lenses? Or would this in any way degrade the image quality?

Nope thats fine.

A bunch of us use a filter holder system like cokin P and have setp up addapter rings for each lens.
